Is an external channel enough?

Not unless it is coordinated with falls, membrane and the system drainage.

Can finishes cover drainage holes?

No. Designed outlets must remain open and serviceable.

Who owns the terrace-to-window interface?

It crosses several trades. Scope and sequence should be agreed before installation.
